Position Title: Oley Township Municipal Authority Operator (Water Licensed Operator needed - dual Licensed Operators encouraged to apply)

Nature of the Work

The Operator is responsible for the daily operation, monitoring, maintenance, chemical handling, and troubleshooting of the Oley Township Municipal Authority’s (OTMA) potable water system and wastewater treatment facility. OTMA serves approximately 850 water and sewer customers within Oley Township.


The potable water system consists of four wells and two water storage tanks, which must be maintained to ensure consistent supply and safe water quality. The wastewater treatment plant uses a Sequencing Batch Reactor (SBR) treatment process manufactured by Aqua Aerobic Systems, Inc., and the wastewater system includes one pump station.


The OTMA Board is actively engaged in the operations of both the water and wastewater systems and works closely with the operator to optimize system performance, ensure compliance with regulations, and plan for the long-term sustainability of the Authority’s infrastructure.


This position requires independent working, technical knowledge, communication skills, and the ability to respond promptly to operational issues and emergencies.


Duties and Responsibilities

  • Water – Operate, monitor and maintain the wells, tanks, distribution system and all related water facilities.

  • Wastewater - Operate, monitor, and maintain the SBR wastewater treatment plant and all related equipment (pumps, motors, valves, blowers, chlorinators, generators, Huber screen, Aqua Aerobic SBR components, and sludge press).

  • Perform all sampling, monitoring, and laboratory testing required to maintain compliance with Federal, State, and Local regulations.

  • Conduct daily operational checks on the wastewater plant, the wastewater pump station, the potable water wells, and the storage tanks.

  • Maintain records, perform data entry, and prepare detailed reports (including DEP DMRs and water reports).

  • Operate, maintain, and troubleshoot SCADA control and alarm systems to monitor and optimize both water and wastewater system performance.

  • Perform preventive maintenance and minor repairs of equipment and infrastructure.

  • Maintain facility grounds, including mowing, trimming, snow removal, and keeping hydrants and water sample stations accessible.

  • Read, repair, and replace water meters (Master Meters)

  • Perform Pennsylvania One Call utility marking of OTMA water and sewer lines.

  • Provide courteous communication to the public, answering calls, emails, and in-person questions.

  • Assist with inspections of new sewer or water lines and connections.

  • Participate in rotating weekend and holiday duty checks; respond to emergencies and breakdowns.

  • Order chemicals and supplies; submit invoices in a timely manner.

  • Perform other related duties as assigned.


Education and Certification Requirements

  • High School Diploma or equivalent required.

  • Must hold:

    • PA DEP Water Operator Certification (Class C, E – Subclasses 8,12).

    • PA DEP Wastewater Operator Certification (Class A, E – Subclasses 1,2,3,4).

  • Continuing education per PA DEP: 30 hours every 3 years for Wastewater and 30 hours every 3 years for Water.


Required Knowledge, Skills, and Abilities

  • Working knowledge of wastewater treatment processes, potable water systems, pumps, motors, and laboratory testing methods.

  • Proficiency in operating and troubleshooting SCADA control and alarm systems.

  • Ability to diagnose and correct equipment malfunctions.

  • Familiarity with State and Federal regulations governing wastewater discharge, potable water standards, and workplace safety.

  • Strong mechanical aptitude and ability to perform manual labor, climb ladders, and lift up to 60 lbs.

  • Ability to work independently, follow technical instructions, and make sound operational decisions.

  • Strong written and verbal communication skills; ability to interact with the public, the OTMA Board, and regulatory agencies professionally.


Special Requirements

  • Must have and maintain a valid Pennsylvania Driver’s License and satisfactory driving record.

  • Must pass a pre-employment drug screen, physical exam, and criminal background check.


Work Schedule

  • Full-time, Monday–Friday (40 hours per week).

  • Required participation in weekend and holiday rotation, on-call duty, and overtime as needed.

Residential Location Requirement

  • Candidate must reside within a reasonable distance (15–20 minutes) of Oley Township, Pennsylvania, or be willing to relocate at their expense.
